Also the walkthrough is misleading: you need to collect the feather and paper first, then go hail Rolo, go though his text, hand him the quill and paper THEN go get the chewed nib and sand before returning. If you collect the sand and nib first, he won't take them.
Where the quest says you need to turn in the fluffy quill: He is on top of a stone pillar thing (don't be shrunk). You also need to hail him first and go through his text before you turn in the objects.
The fluffy quill is on the lower level of the inn in Rivervale - go around to the NE side, take the stairs outside the building leading down and go in that door instead of the upstairs one.
Farnjer is in Misty Thicket.
